B | 綦树利表示，“十五五”期间，海南将构建现代化综合立体交通网络，岛内快速网、干线网、基础网更加完善，枢纽集疏运体系高效衔接。

C | 　　为此，海南将建设高效衔接的快速网，实施G98环岛高速公路提档扩容工程；构建安全韧性的干线网，实施国省干道提质升级工程，挖潜既有西环普速铁路货运能力；打造便捷通畅的基础网，推进铁路专支线进港入园，持续推进“四好农村路”建设；完善“双环”旅游公路体系，形成“两环多连”的“珍珠链”网络；构建健康安全低空网。　　服务品质完成新跨越　　如今的海南，交通运输服务品质提档增效，环岛高铁高峰期发车间隔缩短至10分钟，全省二级及以上公路客运站、省际和市际客运班线电子客票覆盖率均达到100%，全省建制村通客车继续保持100%。　　“十五五”时期，海南把提升自由便利运输服务能级摆在显著位置，提出物流降本增效取得明显成效。 2025年12月，航拍海口新海港和南港“二线口岸”(货运)集中查验场。

D | 　　中新网记者骆云飞摄　　綦树利表示，海南将健全全岛同城化运输体系，推动环岛铁路公交化运营，提升城乡出行均等化服务水平，推动旅客联程运输发展；建设现代化物流设施网络，大力发展多式联运，培育“高铁快运+空铁联运”、低空物流等新业态；提升口岸交通基础设施支撑能力，有力支撑货物“一次报关、一次查验、一次通行”及人员“一次过检、无感通关”。

E | 　　改革创新取得新突破　　“十四五”期间，海南交通运输重大改革创新持续破局：“中国洋浦港”船籍港登记在册国际船舶数量及总运力居全国自贸区(港)第一；“环岛旅游公路创新发展”交通强国建设试点任务全面完成；有人机、无人机总飞行量排名全国前列，低空飞行密度、空中游览和跳伞飞行发展连续多年位列全国第一。
